Introduction

The war against drugs is a war lost. All drugs should be legalised in a country, which increase the revenue for the government that can be used for better rehabilitation programmes. Legalization of drugs for rehabilitation purposes is a realistic approach.

Drug trafficking, has increased controls over capital and moved to higher volumes of drugs. The consumption has soared the consequences and the violence engendered by drug trafficking have increased year after year. The cause of this whole mess is not drugs but their illegality, and the current policy of prohibition only exacerbates the problems. In other words, we are in favour of legalizing drugs, and suggest that Congress develop initiatives of law to begin the process with the decriminalization of marijuana. It requires debate the effectiveness of the current policy of prohibition. The information should not be manipulated. The official information is distorted here in Mexico should be no debate. The other options on the table should include legalization or decriminalization of marijuana and other drugs.

The discussion of drug legalization has grown in parliament over past years. It is no longer a whisper but a speech active in many parts of the world. A growing circle of young activists, organizers and journalists who work outside the system of traditional political and business circles has become a rising movement for legalization.

Discussion

There is an assumption that says that if drugs are legalized, to end drug trafficking and addiction problem would be controllable. Experience contradicts this assumption. All countries or states that have experienced schemes are decriminalization legalization or have returned to their former prohibitionist schemes.

The cause: the epidemic of addiction that have arisen as a result of making available to all substances that modify human behaviour extensively. Research of National Council against Addictions, classifies those who propose to legalize drugs: those who believe that would end the drug, those who believe that drugs are not so bad, those who have used them without consequences bass, which rely on simple solutions to complex problems and those who support the unfettered "free" individual. I add those who believe without thinking in these cases and clear, never missing, which would benefit from legalization. A responsible government has as the main function to protect its citizens. The protection function is much neglected in Mexico: the rampant crime, graffiti harms communities, drug prices, and unadulterated, straight into the hands of children and youth.
