Communication takes place in every aspect of government in the United States, encompassing the town, shire, state, and national levels. This form is based upon the public sector organizations' exclusive environmental context, rather than incorporating those parameters into a form that applies to all sectors (e.g., contingency idea and the public relations process model).1 Public organizations are sufficiently distinct from corporations and deserving of study in their own context.
