All the organizations that are a part to this Memorandum of Understanding (MOU) can be committed to the full exploitation of Automatic Number Plate Recognition (ANPR), at national, regional and local levels within the United Kingdom, acting, where appropriate, in partnership with others while helping to meet the primary Police Service aims to: Objectives

Prehistory

ANPR (automatic number plate recognition) is also known as LPR (License Plate) and ALPR (Automatic LPR), which appeared in the early 90s of the last century. The history shows that IRA secretly installed a very large bomb in central London and it blew up, resulting in the death of one man, was lucky that it was a day off; otherwise the victims would have been much greater than in the towers of the World Trade Center in New York. Such incidents are commonly seen in the history of IRA. As a result, the UK government has set the task of leading corporations to offer any solutions to prevent similar incidents. The first commercial system began to be sold by Racal in 1994, and by 1996 the UK's biggest anti-terrorist system operated ANPR. By 1999, all 43 UK police units can be equipped with ANPR, and by 2002, other police departments around the world have started using ANPR in their efforts to maintain social order (Schonberg, 2000, Pp 56-78).What is ANPR?
