Introduction

Accountability and liability of the human acts has been one of the core concepts of the society. For maintaining the social order and keeping impartiality in the society law enforcement agencies are vital. Humans, when dwelling together and interacting with the environment, come across numerous situations or disputes where authority has to intervene and look into the matter. Law enforcement organizations are considered to be one of the chief pillars or foundations of a welfare societies and communities.

As it is widely known and acknowledged that organizations of any sort are formed and based on the pronouncement and consensus of a single goal or set of goals that the people working in the organizations, have to achieve. The whole structure of the organizations then works upon and revolves around the goals and objectives. The organizations identify and recognize the necessary steps for striving towards the set goals and work accordingly (Law Enforcement Administration, 2013).

Talking about law enforcement organizations in particular, refers to one of the most important and primary goals of inflicting and implementing law and order in the located vicinity. Law enforcement organizations primarily involve the police organizations; which entails the induction and utilization of trained personnel in endorsing and working towards safety of public. These organizations also engage in obtaining the goals and objectives of adherence to the legislations and regulations (National Institute of Justice, 2011).

Administration of the Law Enforcement Agencies

Owing to the significant and conscientious tasks of the law enforcement agencies, their administration and management also constitutes as one of the most complex charge or duty. The administration generally requires keeping a holistic approach and control over the functions of the operations being performed in the organization. The supervision or management of the police agencies oblige and necessitate the officers to take upon various different roles and responsibilities.

According to the 120th International Senior Seminar (n.d) the law enforcement agencies are administered or managed by three broad types or kinds, namely:

Centralized System of Police

Semi-Centralized System

Decentralized System

Centralized System

The centralized system of administrating police organizations refer to the system where there exist a national agency or establishment which is controlled and commanded centrally. The central control is dominated by the chain of rules and commands that is vertical in nature. The centrally administered police organizations possess boundless and vast authority throughout the country or state.

Semi-Centralized

Such administration of the law enforcement agencies or organizations is characterized by partial possession of the rights and authority over the state or country; as the government of the state possesses half of the jurisdiction over the legal and constitutional matters.
