Question No 1

Explained below is my answer of question number 1 stating my advice for The President of Zenda for taking action against the terrorist group that I have presented after thorough analysis of various resources and conventions in this area.

Introduction

Human rights are particular rights which a person enjoys and benefits from for being a human. This age is seen as promoting a “global culture of rights” and therefore we are living in an age of rights. The Universal Declaration of Human Rights has been called as the first ever document on human rights that was foreseen as universal from its outset. The document contains set of detailed principles that administer human coexistence and is not confined to one civilization or culture.

Discussion

My advice is offered in the conclusion section under this heading of question 1 but first it is important to analyze that in what context I am giving such advice to the President. My analysis will be based on the study of various conventions and international.

Zenda's Counter Terrorism Policy

The Parliament and the Senate of Zenda, in 2009, developed effective counter terrorism strategy on the legislative and policy development level. It has been in effect since then. The policy aims to provide appropriate, adequate and tailored reaction to fight with this phenomenon. The overall approach is based on four principles prevent, defend, pursue and counter. Various state departments are working very hard to prevent such terrorist attacks and conducting crack downs on such violent acts and protecting citizens and infrastructure. Departments have also been put to task to tackle and curb the causes, capacities and resources of terrorism. To ensure the effectiveness of fighting with this international phenomenon Zenda has also signed various international cooperation treaties in regard to terrorism and terrorist attacks with neighboring countries and other powers in the region. In addition to this autonomous coordination between judicial and law enforcement agencies has been given extreme importance (anonymous, n.d, p.1). Universal Declaration of Human Rights 1948

Such human rights standards, as the universal declaration of human rights, place obligation on governments for provision of certain benefits to the citizens of the country. The basic assumption is that the governments of any and all the countries are liable to provide particular services to its citizens an affirmative responsibility. The citizens at the same time are also entitled to declare the provision of such services from their government (Yaman, 2008, pp.49-50). One such service is the provision of safety and security to citizens of the country. Maintenance of such public policies and institutes that guarantee safety and security of individuals is thus mandatory for all the governments under this declaration.

United Nations General Assembly Resolution of 1994

The General Assembly Resolution 49/185 passed in December 1994 is a tool that depicts violation of human rights as the legal opposition to terrorism. It states:
