Introduction

This paper has been written with regards to the fact considering myself as a legislative aide to a US Representative from the home district. This is a proposed piece of legislation that concerns the establishment of a DNA sample database of violent offenders that is intended to help law enforcement agencies across the nation investigate other violent crimes that has been approved in the Committee on the Judiciary and vote on the House floor in the upcoming weeks. This paper also covers aspects such as policy-makers and their environment, factors of the political culture and socioeconomic factors.

Discussion

With regards to the policy makers and their environment, on the issue, it is advised to the boss to vote for it. This is important because it has become essential to fight with criminal acts. In the world today, although technology has improved very quickly, however, crime rate has also taken a high pace. Therefore, it is advised that crime should be fought at every place and steps should be taken to combat it.

Factors of the Political Culture

Politics is a specific sphere of human activity in which the apparent differences between the interests of social groups, nations, classes, which is the core problem of the conquest, retention and use of state power. The most significant policy is a "unit of government. Politics is involved in the affairs of the state, the direction of the state, the definition of forms, targets, maintenance of the state. Any social issue becomes political in nature, if the solution is directly or indirectly connected with class interests, the problem of power. Political culture in United Arab Emirates is stable; however, there are issues that occur between the emirates at times. Despite of this, peace is maintained in the country which also ensures law and order in the region. The factors that determine political culture include the local rules and the way in which they cooperate with one another (Bennis & Rhode, 2006).

Socioeconomic Factors

This refers to various aspects such as standard of living and this is determined on the basis of income that the people are earning. In UAE, there are only 20% locals, however, rest of the population are expatriates. This means that people from various countries have come here to work and live in the country. The standard of living is high; however, it is different in the different emirates within the region. The prices of commodities also differ on the basis of the standard of living in a particular Emirate. The rate of unemployment in the region is 12.1. %.

According to Merton, culture refers to something which is organized set of normative values that govern the behavior of the people who live in the society. The social structures also represent the social relationships and therefore, if there is a discontinuation between culture and structure, then this would have a very negative impact on the society.
