The Paper discusses about the problems that schools are facing in rural areas. The main highlighted concern is the raising fund for the schools with behavioral problem students and their funding. The paper investigates the issues related to this problem with reliable information. The rural schools are getting worse day by day the main problem is the lack of funds provided to them and the teachers and staff those working in remote location are not getting the benefits they should get. The Government should identify that the children having behavioral problem need much higher attention than the normal students and their schools. Most government and school officials agree that rural schools in United Sates lack funding and resources, but not all agree that it's based on race. The race could be one factor of not getting the fund, but there are other various issues that have come across in finding why the schools lack of fund in rural areas. The students with behavioral problems are getting problem in learning due to scarce resources. National recognition of unfunded or underfunded education for special populations or special program needs was recognized at the federal level. Prior to this time, all students were considered homogeneous except with respect to their district's local capacity to support education. Several national issues were in the forefront, issues that had a major impact on federal funding of education because of their focus on special needs. This era ushered in a focus on vertical equity issues. That is, extra financial support was provided for student and program needs outside of the traditional education framework, but it is not implemented as it should be (Boulden, Walter, 17-21).
