Q1.) May we dig a trench across the city street shown in this lab?

Ans) Yes we have to dig a trench across the street in order to pass the network cable from one side to another. The location scenario tells us that for the security of the network cable and for escape from the overhanging wires it is necessary to connect the church and schools connection through the underground network cable. We can connect the network of school and church by using wireless technology but the school's data security policy we have to dig a trench for this.

Q2.) Who issues the permit for this work?

Ans) According to the Public Right-of-Way Ordinance B-715, the director of engineering services has the right to enforce and regulate the public right-of-way ordinance. The permit is issued on the submission of the two sets of the proposed plans with dully filled Public Right-of-way Construction Permit Application, traffic control plan, storm water prevention plan, trench safety plan and a set of photographs and videos of the construction site. The Director of Engineering Services issues the permit if it is satisfied with the proposed construction plan.

Q3.) Must we submit construction plans to the city?

Ans) A construction plan is necessary to be submitted to the Director of Engineering Services and to the city for the issuance of the construction permit. The construction plan submitted to the city is used by other public service and utilities provider for the cross checking of any previous plans in the locality. The construction plan must contains any information regarding to work, for example either it is underground or over ground, does it needs any trenches or bore holes, does the removal of pathway bricks is required or not, what will be the exact coordinates of the construction site and if the plan will came crossing any utilities found in the locality. The city needs to have an overview of actual plan, it need to find out any potential conflict with the city's electric wires, telephone cables water, gas and sewerage pipelines and from traffic signal network found in the construction site. In case of any potential conflict the city authorities send back the plan top the constructor for review.

Q4.) Once the permit is issued, how long must we wait before commencing work?

Ans) There is no actual time frame defined for the start of work after the issuance of the permit from the Director of Engineering Services. We can start the work when we needed or as its suits our requirements and plan. However the service provider should inform Department of Engineering Services 48 hours before the construction and should also inform the inhabitants of neighboring property occupants 72 hours before the start of the work, only if the work lasts long for more than two weeks.
