Introduction

This paper is principally an outline of the work that I have done in the first three phase of the project. The project is primarily for the course of Research Methodology and Policy Analysis, in which I have chosen a catastrophic circumstance of hurricane Katrina and formulated the research design for the appropriateness of communication plan and security measure by the rescue team and the department of homeland security (Haddow, et al. 2010).
