Introduction

The ancient justice system did not differentiate between the juvenile offenders and the adult criminals. They were both sentenced in the same manner, but in 1825 to 1899 a reform system brought significant changes in the justice system for the juveniles. Under aged children were not seen as criminals rather they were held as immature and developing individuals (Patton, 2002, p. n. d.).
