The growth of child and adolescent crime in the U.S., as in numerous other states, is becoming increasingly urgent problem. Normal and Juvenile Court are different, primarily the result of the case. If the prosecution proves that the minor actually committed the crime, the court does not appoint him to a statutory penalty. Instead, the court decides the case, which aims to provide fix juvenile offenders and take action to address the factors and circumstances that led to commit an offense. This could mean that for a serious crime such as murder, the juvenile criminal court appoints a much less severe penalty than would be assigned an adult. And, despite the measures taken by government agencies, public organizations, prevention measures, every thirteenth crime in our country are committed by youth (Catalano and Hawkins, 1995). Moreover, in some areas, the share of juvenile crime accounts for one in eight. Specialized juvenile court or juvenile court brief from the first days of existence in the US is under considerable public scrutiny. Today, our lawyers take over their colleagues experience and build their own functional base, capable of operating in the domestic legislation.

It works by creating a legitimate way, an alternative to adulthood through equal access to services that are less intrusive, culturally sensitive, and in accordance with high professional standards and principles of justice (Boone and Fulton, 1995). Early reformers soon realized that children and adults need to be addressed in different, and thus shelter houses were created in 1824 (Johnson, 2001). The house is considered the best interests of the child's development, but they use a strict discipline, training, housing and education, criminal.
