Introduction

The occupations for Veterans proceed, enacted into Public regulation 107-288 on November 7, 2002 made a number of amendments to boost Veterans get access to to services within an integrated one-stop service consignment system. Anew section of the regulation established a main concern of service requirement applicable to all Department of work programs proposing employment and teaching related services. (P.L. 107-288 Section 4215 (b)). Changes were furthermore made to veterans programs established under the Wagner Peyser Act.

A"covered individual" is entitled to priority of service under all WIA name I financed programs e.g. adult, youth, dislocated employees, 10% funded projects, and nationwide Emergency allocate (NEG). For reasons of this principle, the period 'veterans main concern of service' means that a enclosed individual will be granted priority over non-veterans for the acknowledgement of paid work, training, and placement services supplied under that program, notwithstanding any other provision of regulation.

Veterans and other enclosed individuals should first meet the WIA program's eligibility requirements. Acovered individual who is very resolute suitable for WIA services shall receive main concern over non-veterans, except for the main concern of service established by regulation for the WIA adult program. Within WIA name I-B, the mature person program is the only program to have a priority provision established by regulation, and thus is advised a mandatory priority. Other aiming at provisions for any WIA name I funded programs, if established by the administrator or by guideline (but not by law) are advised discretionary or optional priorities.
