Introduction

The region of Tohoku, Japan which is hit by earthquake, tsunami and radiations faces high business costs for its reconstruction. The estimations show that the costs are double for rebuilding the region. The revival of the region depends on turning the region into an economic zone. The zone shall be center for the application of new policies that are aimed at development (Anonymous, 2011). Once the redevelopment is done, the region shall be in search for young and dynamic people for making the country successful. Japan is now focused towards immigrants and foreigners to come to Japan and contribute to its declining economy with the new ideas of renovation and redevelopment. The country also focuses over lowered taxes to rebuild the destroyed areas. The country also needs new electricity sources and devices for maintained infrastructure in devastated regions. The rules of nursing are to be revised for bringing growth in the industry. The bans are to be put on gambling and smuggling. For speeding up business operations and all kinds of businesses, space has to be provided so that they can be rebuilt and operations can run again (Anonymous, 2011). The government of Tohoku focuses over having free trade agreements in the region. This shall motivate the corporate sector of Japan to invest in the region which in return shall bring wealth to the country. The country aims for a friendly and a rich environment for achieving accelerated growth. For recovery, Japanese aim for a low tax, free trade and bureaucracy free area (Anonymous, 2011). This paper analyses many of the issues in the redevelopment of the state making it a special development zone. It also identifies why did the young people initially relocated from the state, and how did the earthquake affected the Japanese economy.

Special economic zone

The government of Japan is working comprehensively on making Japan a special economic zone. The law for the establishments of such zones was enacted in the economic policy of Japan. The bill focused towards the reconstruction of the special zones that were badly affected in the disasters of March. The policy established a region which was given tax and budget advantages. There were two categories of the zones (Anonymous, 2011). One category focused over the nurturing of industries that help in achieving competitiveness on the international basis, the other category focused towards the development and vitality of the communities themselves.

By September, many organizations and government has applied for becoming special zones. There were 41 projects on which hearings were held. These projects included tourism promotion, health improvements and environmental protection. It is projected that combined developments in the agricultural and the tourism sector shall help revitalize many economies and communities in the region.
