Introduction

The area of Management and Governance of Information Technology (IT) is related to the alignment of technology with business objectives, with the generation of business value, with risk management (reduction of costs, increase profits and efficiency internal) with resource management and performance measurement of automated systems. The importance of management and IT governance has increased in recent years due to the strategic role that IT has come to play (Weill, 2004). Methods and methodologies Management and IT Governance are critical to ensure that decisions related to IT are in accordance with the planning of the organization. The IT market requires a new type of manager, less technical and more strategic, with the potential to help efficiently manage business.

Measurement and Evaluation of Effective IT Governance Using Matrix

One aspect of IT governance is the question of political decision-making. For Nestor (2001), there are two sides of IT governance: the regulatory side, which creates the tools and mechanisms that ensure the formalization of rules and procedures, allowing the achievement of organizational goals. The other hand, presented more clearly in this article, is the behavioral establishing the formal and informal relationships, and ensure the decision-making rights to groups or individuals on matters involving IT (Kanungo, Sadavarti & Srinivas, 2001).

According to Weill and Ross (2006:10) effective IT governance should address three issues related to decision-making:

a) What decisions must be made to ensure effective management and use of IT?

b) Who should make these decisions?

c) How do these decisions will be made and monitored?
