Emotionally charged issues often lead to disturbance and deviation from the original problem. Emotionally charged issues don't only mean that they are concerned with human problems or any burning political issue but they are more towards social problems. These issues need a strong nerve of critical thinking in order to arrive and to decide a way out of the problem.
More than 13000 Americans became convict of these accidents. People because of these accidents i.e. an American died in 39 minutes, strong and strict laws need to be implemented in manner that no one even think of committing it.

Critical Thinking about the topic
The story is based on the case of death due to drunk driving. The New York district attorney, Kathleen Rice who is engaged in several kind of high profile drank driving cases, since a long period of time. She is on the view that death is a serious matter and the person who is responsible of it should also be sentenced to death without any doubt. She has a valid point that why people drink and drive commonly are they not afraid of the rules and laws governing the rights of society, they are not afraid of the laws because the laws are weak. Hard and strict penalties should be formulated in order to minimize these accidents more than 13000 people annually became the prey of such incident (Lucas, pp. 89-96).
Drunk driving is the most crucial issue these days hundreds of people have died because of it and the drivers were sentenced for prison or sometimes they are accused of even hang to death. According to most of the researchers there is a direct relationship between the people who are drunk and the risk of accidents. Besides this, this relationship could depend on the age of the drivers with young people being more sensitive than older people or at least more frequently imply in traffic crashes with low rate of alcohol in the blood. At relatively low Blood Alcohol Concentration (BAC), most subjects in laboratory studies are significantly impaired regarding vigilance, drowsiness, visual acuity, psychomotor skills and all the function necessary to drive safely. During highway driving standard deviation of lateral positions (SDLP) is a good indicator of degraded behavior and decrease in vigilance, particularly when the task is very monotonous. Usually, SPDL obtained in a damaged condition is compared to SPDL obtained in a "normal condition" but there is no recent reference that could be used to define a dangerous threshold for driving. On the other hand, in 2004, the injuries related to alcohol impaired driving lead to around approximately 248,000 people (John, pp. 46-59).
