Governments will occasionally deem that a new technology will be necessary for attaining these objectives and consequently will provide the universal access, yet in expensive areas. Local and state governments have provided worldwide access to the service of broadband in order to support the goal of public policy (Kolko, 2010).

The state and federal broadband initiatives suppose numerous social and economic benefits will grow from increasing access to broadband. Development of Local economy stands at top position amongst these benefits. While, other benefits include access to education, improvements in delivery of health care, energy efficiency, public safety and civic participation (Kolko, 2010).
