Background of the problem

Wars and battles have always been a part of the international politics, and the same have been occurring across the globe for one reason or the other. Although most of the battles are forgot for power and authority, there could be a number of other reasons as well, depending upon the circumstances and the position of the country. Same is the case with Kosovo War: the armed conflict started in February 1998 and lasted till June 1999, and was mainly fought between the Federal Republic of Yugoslavia, the Kosovo Albanian rebel group known as the Kosovo Liberation Army (KLA) and NATO (Hahn, 2005, Pp: 942). It should be taken into account that although a number of destructive and lethal actions occur during the war, use of power by the outside agencies and third parties is but only highly discouraged but the same is also considered as a clear violation of international laws and rules. Similarly, the involvement of NATO in the Kosovo war and usage of power by the same is highly condemned in most of the international political circles and at the same time, it is also considered as an infringement upon the freedom and liberty of thee citizens of concerned area.

It is eminent to mention here that the issues has been specifically highlighted and focused because of the neutral and peaceful approach adopted by NATO, favoring the liberty of citizens and condemning the usage of power to harm the civilians (Dam, 2001, Pp: 84). Although the incident has been justified by the concerned authorities in the basis of the fact that these causalities are a part of the overall war measures and decision, the same has been highly criticized and discussed by the various bodies and human rights activists. Basically, the international laws have been challenging the legality of the said action and at the same time, it has also been condemned for using the wrong and unsuitable means during the wear, thus causing harm to the life and property of individuals and consequently threatening the international laws and rules.

Statement of the Problem

Although the actions in Kosovo and the military intervention of NATO forces has been highly condemned and criticized in most of the international human rights circles, the same has been justified by Tony Blair, the British Prime Minister in his speech delivered in Chicago, using a number of different arguments and aspects (Blair, 1999). It is essential to note that the although the NATO initiatives have been causing serious and grave loss of live in Kosovo, Tony Blair has presented the idea that these losses can be justified on the basis of situations and conditions prevailing in the area.
