Post 9/11 investigation revealed that sweeping change in the intelligence community is required, which result in the Congressional channel for the formulation of IRTPA that is known as Intelligence Reform and Terrorism Prevention Act. Under the IRTPA act, agency of ODNI (Office of the Director of National Intelligence) was created whose main function was to improve and develop the information distribution, unified direction, endorse a tactical plan that make sure the amalgamation of different depatedments across the United States Intelligence community (IC).
ODNI became functional on April 21, 2005 and the agency was headed by the director of National Intelligence. The purpose of the following paper is to figure out whether the creation of ODNI was a good or bad decision. Therefore, the author started with the main functions of DNI;
The director of NI core responsibility was to serve as the President's chief intelligence consultant;
Need to manage the National Intelligence Program (that is the budgeting side);
Establishing and formulating the Intelligence Community goals and objectives with clear and understandable priorities;
Giving directions through budgets and policies;
Monitoring the IC agency and leadership performance of the personnel and experts
Similarly, the DNI office work closely with the chief Deputy of DNI and the motive of this close relation is to successfully put together foreign, martial and domestic intelligence in security of homeland and also in sustaining the United States interests of the national security from the both aspects that is from the foreign threats and domestic issues. The executive structure of ODNI showed a positive impact on the national security because it includes the Mission and Support Activities for the IC and also together with the National Intelligence Council and National Counterterrorism Centre (ODNI, 2013).
