Executive Summary

If we analyze the economic development of the most advanced societies, one can see that one of its distinguishing features is the dominant role of activities that is related to the production, distribution and use of knowledge and information. In Organization for Economic Cooperation and Development (OECD), the growth of their economy is primarily based on investments in high-tech, high-tech industries, more qualified staff and utilities associated with productivity. This calls for information technology and communication, absorbing most of the investments in these countries. The defendants' workers are knowledge workers, those not involved in the production of material goods or tangible goods and employers are willing to pay more for knowledge than manual labor. Hence, such significance role that knowledge plays in the development of these countries is the reason why economists are revising their classical theories based on production functions that focus on capital, labor, materials and energy, for incorporate knowledge, more directly, in the production functions. In this new growth theory, knowledge can increase rates of return on investments, which, in turn, contributes to the accumulation of knowledge, because it stimulates more efficient methods of production and organization and better products and services. Knowledge-based economy is the term coined for this new approach to economics. Hence, for this an economy requires employees which know how to operate newly invented technologies. As these technologies are newly invented, an employee's needs training or certification as their previous degrees which consist of basic education on Information Technology - IT will not match to the new invention. Hence, this session will focus on the System certification versus formal education in information technology.
