Literature Review

Foreign policies are also commonly known as foreign relation policy which includes strategies for self-interest chosen by the government in order to secure their national interests and achieve their goals in international settings. The strategies are developed to interact with different countries of the world. Recently it has been observed that globalization and transactional activities are implemented deeply due to which states also have to interact with non-state actors. A country cannot live without interaction in this world. It is especially for those countries which are at developing stage. Nigeria is one of the countries which are struggling to create good image in front of international market by creating good level of interaction (John, 1981).

The image of the country was improved in international market in year 1999 when democracy was returned. The image was improved and country was allowed to take more active and participative role at regional and international level. During the presidency of Obasanio he visited United States and European Nations to regain investment in Nigeria. The relation was breakdown due to poor economic, political and domestic conditions of the country. The international monetary fund policy was also avoided in 2002 due to intense political pressure on IMF to support the government of Nigeria which was re-elected civilian government. One of the most important factors in Nigeria due to which government is not able to implement foreign policies properly is that there are certain extreme sects in Nigeria which are against westernization. These sects do not allow government to go for foreign policies and interact with western world (John, 1981).

By having closer look it is found that Nigeria is a deeply divided state in which there are many political issues and that take place vigorously. The issues are contested along the line of complexity in the religion, division of regions and ethnicity. The issue was generated due to the fundamentals that have legitimacy of the state on which the groups are fighting to adopt exclusionary and winning strategies. The strategies include the control of power of state, allocation of resources and citizenship of the state. The result of which is that states which are deeply divided are very delicate and unstable because there are very few points on which meeting and agreements can be done between the constituent groups. Those groups which require to mitigate effectively or containing the forces that can tear the society in parts (Isa 2010)

In country which have divided states the disintegration, civil wars, agitation of minorities and conflicts are considered normal for the formation of state.
