Implication of Procurement Process

Introduction

The procurement process is to select suppliers according to needs specified by the company once they emerge. The first task is to define specifications for the goods or services required, Purchasing Department can then explore and select suppliers in case the basis of purchase is out of date, a Request for Quotation is then submitted with prequalified suppliers and finally the negotiation, and final selection provider are used. This paper contains the procurement process of implementing the effects of greening the university buildings, together with the involvement of PMBOK guidelines of managing the projects.

The halls of the buildings are in proximity to another. It is required to implement the greening effects within the buildings and halls. A number of areas require the greening implication, including Computer Energy Reduction, Food, Heating, Ventilating, and Air Conditioning (HVAC), Kitchen Equipment, Lighting, Recycling, Reduction of Toxic Materials, Transportation, Waste Prevention and Water Conservation. However, the aspect of lighting recycling is targeted in this paper. Procurement planning, solicitation, contracting, administrating and closing procurement processes are discussed in this paper for meeting the desired purpose of deploying greening within the sector.

Discussion

The processes that are necessary to acquire goods and services and attaining project scope come under the umbrella of Project Procurement Management (PMBOK, 2013). When the buying of stuff or hiring of contractors is required, then the four processes defined in chapter 12 of PMBOK Guide become useful. The processes include planning procurement management, planning procurement management, controlling procurements, and closing procurement. It provides a better approach to project management in terms of planning, solicitation planning, source selection, contract administration and contract closing out. Hence, the entire process of procurement becomes well-organized and responsive in accordance with the desired intentions.

Procurement of Services and Goods

It is required to carefully plan the procurement and its associated steps for bringing the concept of green in the building areas of the university. The university management needs to deduct the expenses of different things and materials associated with the building accessories (Pinker & Tilson, 2013). Procurement is a vast term that covers both the operational and strategic levels within an organization. Strategically, procurement is the management of supplies to be aware of the impacts of the process with its full exploitation in terms of strategy formulation (Hamza & Greenwood, 2009).

The process helps in satisfying the internal demands of the sources together with the external ones that are the objectives set at the strategic level. Considering the extent of purchasing, procurement entails the minimum required activities for obtaining the services or products externally (Pryke & Smyth, 2012). Procurement is the acquisition of system at the best possible ownership cost; maintain the appropriate amount at the right time (Hoyle, 2013).
