Background of the research

The basic concerns of social welfare, poverty, disability and illness, the person in charge young and old are as old as society itself. The laws of survival once they have severely limited the means by which these problems could be addressed, to share another's burden to weaken the position of your own in the fierce struggle of daily existence. In developed societies, however, their patterns of dependence among members, there was more systematic responses of the factors that made the individual and therefore society at large, vulnerable.

Religion and philosophy have tended to provide frameworks for social welfare development. The edicts of Emperor Asoka in Buddhist India, the socio-political doctrines of ancient Greece and Rome, and the simple rules of the early Christian communities are just some examples of systems that address social needs. The Elizabethan Poor Laws in England, seeking poor relief through care and workhouses administered at the parish level, provided a precedent for many modern legislative responses to poverty. In Victorian time's stricter legal opinion of poverty as a moral failure is met with increased proliferation of humanitarianism and social reformers. Social welfare organizations and philanthropic societies founded by the pioneers was the basis for many of today's welfare.

Rationale

Social services in general, place a high value on keeping families together in their local communities, the organization of support from friends or neighbors, when family ties are weak. If necessary, the services offered alternative forms of family or residential care, and play a key role in the care and control of juvenile offenders and other socially deviant groups, such as injecting drugs and alcohol.
