Introduction

In this world, there are a number of countries in which people do not have access to their basic rights and are suffering from the human rights violations. To give protection to the people who suffer from human rights violation another state or government often intervenes in their internal affairs. The elements of threats and force that are used by an external source in order to give protection to the citizens of a country from the human rights violation of large scale this is called humanitarian intervention. The phenomenon of humanitarian intervention has both the supporters as well as detractors. Those who do not support humanitarian intervention suggest that humanitarian intervention is not good because this intervention disrupts the sovereignty of a country. The opposers of humanitarian intervention believes that a country or state or any other international institute should not be allowed to intervene in the affairs of a country no matter how bad the internal situation is, no matter how many people lose their lives and no matter how far the internal situation deteriorates. According to the people who do not support humanitarian intervention sovereignty is the important block of the international system and there is no way that any compromises can be done related to this important building block (Wheeler 2000, 99).

On the other hand there are those who support the phenomenon of the humanitarian intervention. According to the conceptions of the supporters of the humanitarian intervention in today's world almost all the countries and states have laws, rules and regulation related to the correct human treatment and for the protection of the human rights. In this situation, when all the states and countries pat respect to the human dignity and the protection of the human rights then the concept of sovereignty becomes irrelevant. According to the supporters of the humanitarian intervention human rights protection is an international issue and it cannot be ignored by the governments, states and international institutes (Walzer 1992, 86).

The aim and objective of this research is also to undertake discussion about the humanitarian intervention is the responsibility of international communities and other government. To prove or disapprove this statement a systematic research would be undertaken so that with the help of this research a conclusion can be derived about whether humanitarian intervention is the responsibility of international communities or not.

Aim of the Research and Hypothesis

The research revolves around the concept that humanitarian intervention is the responsibility of the international community in order to prevent suffering, unnecessary deaths and to protect human rights. In order to conduct the research a hypothesis is developed which is as follows:
