In my personal opinion, the department of the Human Resources is responsible for providing the information which would support the facts. The HR department is also responsible for recruiting, planning, selecting, training as well as providing a plan of compensation. They are also required of keeping the international setting in mind with respect to the global differences of different countries that are likely to effect the decisions of an organization. in addition to that, the department of Human Resources are also required to assess the performances of the employees in different units and departments and in accordance with their performances provide them with the benefits as well as punishments, where required. It is important to note that the department of HR also arranges various plans including medical as well as other plans for the employees. These are the primary things that motivate the employees and eventually allow them to learn more and show progress. Thus the department of Human Resources is responsible for the creation of global leaders (Noe, R., Hollenbeck, J., Gerhant, B., & Wright, P. 2011).

The results of not having global leaders would eventually be catastrophic for the organization, especially the one which tends to operate in the global market and in more than one country. If the leaders are not able to go abroad, they would not be able to develop a global or open understanding of the international market.
