Background

In every country, the living area comprises of 1/3 while the rest of the country has been discrete. This is that part where people do not have the proper set of living standards rather they are living in very poor condition. In UK and USA, main cities separated form those areas where population is very low. Hence, these people are always lack in housing, or if they have a house they are not in perfect condition. However, to understand and solve the problems, housing policies and intervention developed. Though the majority of the people in UK and USA are living in a well organized house but few are facing certain housing problems like paying more than ½ of their income for housing or living in crowded or substandard housing (www.publications.parliament.uk).

The intention for this policy was that the citizens should have adequate housing and improve their living conditions. However, the government wants to mobilize the house empty, as well. According to recent figures from the Housing Statistics 2011, compiled by the Statistics Agency of the Department of Housing is t hat there are around 74,289 empty homes in UK and USA. From this survey, residence represents 40% of dwellings classified as empty. That is, 29,511 homes are seasonal or second residence. Therefore, the total UK uninhabited house is below the 45,000, i.e. 4.6% of the park census.

17% of all empty houses is on offer, both rental and for sale, reducing the number of homes potentially manageable, i.e. start uninhabited but offer to sell or rent, approximately 31,000 homes. As for the uses spatial areas, it is noteworthy that 21% of empty dwellings, 15,623 are located in towns of a size less than 2,500 people and another 12% live in municipalities with a population between 2501 and 10,000 people. It is especially significant, therefore, the low number of vacant houses in major cities and particularly in the three capitals. Thus, only 8.5% of homes empty, i.e., 13,730 homes were found in the capital. They are, therefore, older homes and in many cases, not adapted to current needs, and current models of the family. Homes are usually medium or small but with many rooms.

Nearly, half of the houses comprises of neither five nor more rooms, which does not assist to the prices or the housing element into compliance with the demand. These data therefore support the policy from the Department of Housing is being done to promote housing rehabilitation. These add value to existing buildings, through subsidies and urban renewal programs and accessibility to housing and attractive to them on the market to rent or buy.
