Introduction

The aim of this paper is to discuss the social problem of “Homeless” which is being faced by the city of Berkeley, CA. the condition of people without having a regular dwelling is described as homelessness. The people who belong to the group of homeless include those who are not able to purchase and maintain safe, secure, regular and adequate housing. It also includes people who lack fixed, usual and adequate night time residency (Cohen, 2012). The social problem of homelessness is important as it has negative impact on community sustainability. The problem of homelessness is increasing around the globe. It can be a source of causing mental problems to those who cannot to have a house for the purpose of living. Shelter is one of the basic needs for every individual. Therefore, it becomes extremely important for governments and other law making authorities to provide housing facilities to people who need them.

Background

The city of Berkeley is located in Northern California on the east shore of the San Francisco Bay. Oakland and Emeryville are the cities neighboring to the south of Berkeley. Unincorporated community of Kensington and Albany are the cities on its north. The city was incorporated on 4th April 1878. The city in late 17th century was ranch, used for cattle farming, hunting and agriculture. In 1866, Oakland's college of California was looking for a new site. They city was established because it was near newly established Oakland's college of California for that time. In 1878, local farmers and the people that were around university campus and Ocean View incorporated themselves as Berkeley's Town.

The housing authority of the city of Berkeley came into being on December 20th 1996. The Berkeley housing authority is managing more than 1900 rental housing units that are subsidized through the housing choice voucher program's section 8 and the SRO program of moderate rehabilitation. It is also responsible for managing approximately 75 public houses that it owns. Berkeley Housing Authority aims to provide allow its clients to become economically independent and self sufficient by providing housing and other services that are related to housing. It is a great city for people for living, working and raising a family. It consists of a small population along with a big reputation. The city is known for scientific exploration, academic achievements, arts and free speech around the globe (City of Berkeley, 2013). The city is rich in growth in the field of ideas, science, arts and innovation. The possibility of other inventions comes from the human social invention (Register, 1987). The city has been very successful in developing itself economically. The culture of creativity and educated workforce allow organizations in the city to do business in a comfortable way. The city of Berkeley has boasted in the field of shopping, restaurants per capita, entertainment and award winning arts as compared to any other city that is located in the region of Northern California.
