Introduction

The Homeland Security Protocol (HSP) secures the whole nation with any disasters or threats by the employees who are working in the aviation or security for emergency purposes. Their main purpose of forming was to prevent the nation from disasters that are affecting their environment and lifestyle. The purpose generally includes the increase in overall preparedness, help at times of catastrophic events, increasing the security at borders and internally strengthening the law enforcement and immigration processes, creating a better transportation security system for the public, enhancing the financial management of HSP and exchange of information to be carried out safely (Bush, 2007).

Health and Medical aspects of General Disaster Planning

There are four major functional levels in disaster planning, they are as follows: Local private and government emergency response, including local surge capacity, initial treatment facilities, local and state government departments and federal agencies. The major health and medical planning aspects are being viewed through a mitigation model which includes preparation, response and recovery (Thomas, 2004). All the primary, secondary and tertiary preventions are mentioned in the model for the health and medical aspects. The preparation phase includes the pre-incident preparation processes which include the strengthening and vulnerability of health emergency infrastructures. The response phase will react when all the disaster strikes then all four functional levels will respond quickly for taking emergency precautions. Lastly the recovery stage includes the restoration of health infrastructure and bringing back to the same stage where the nation was previously living in (Karadag, 2012).

Roles of Local, State and Federal Authorities in Disaster Response

The authorities in response to a disaster take strong implementation of recovering from all the massacre the catastrophic event has caused. The CIA gathers information only on foreign countries or people, not about the United States or its citizen. The CIA has two missions; the first one is to provide timely and accurate intelligence on the threat to America's security. While, the second mission is to conduct counter intelligence to protect our nation's secrets when there is a threat to our national security. together with the National Security Agency, the government agency of the United States is responsible for the collection, analysis and use of intelligence through espionage abroad, and whether governments, corporations or individuals that may affect national security (Karadag, 2012).

Medical Applications of National Incident Management System (NIMS)

NIMS has five levels of operation in the implementation of disaster management are preparedness, communications and information management, resource management, command and management, ongoing management and maintenance. In the phase of preparedness for nationwide implementation of NIMS, there is a need of achieving collaborative partnerships in a number of elements. In the level of communication and information management, the aim is to build a proper communication mechanism which allows all the personnel from different division and sectors to have access to unified information and permits their communication with each other. In the third stage of resource management, there is a requirement to manage all kinds of necessary resources including the personnel, supplies, teams, ...
