Introduction

After 11 September a sprawling national security apparatus was created. Integrated by government agencies, private companies and military commands, formed a secret network inside the U.S. government (Pentagon, CIA, Department of Homeland Security), which became autonomous and self-sustaining arm of government and little known by the public USA (Sagarin, 2013).

Since the terrorist attacks, the number of persons hired to work in rose-secret programs to more than 250,000. More than 1,200 government organizations and nearly 2,000 private companies were created and work on classified programs related to the fight against global terrorism, homeland defense and intelligence in over 10,000 buildings spread throughout the country.

Only in the DC area in the last ten years have been built or are under construction 33 sets of buildings to address these issues, one true secret city. More than 850,000 employees and not government officials have access to top secret information. Analysts who try to interpret documents and conversations obtained by foreign and domestic spying, share their ideas through more than 50,000 intelligence reports each year, a volume so large that makes being routinely ignored.

Discussion

Nobody in the government knows exactly what amount of costs involved, what programs are actually relevant and deserve to be kept or how many agencies would be duplicating the same work. The police, under the justification of fighting terrorism, is using high-tech instruments, used in the wars in Afghanistan and Iraq, to ??investigate political activists or even ordinary citizens (White, 2010).

Despite all this apparatus, one is clearly responsible for the coordination of actions against terrorism. Civilians and military personnel who work in such gear have limited knowledge of what other members of the community are doing.
