Healthcare: is it a Right or is it a Privilege?

INTRODUCTION

There has been an on-going debate in the present day society regarding if healthcare is the right of a person or is it a privilege. Like many other sectors, most importantly education, there are people who endorse it, whereas there are opponents who oppose the idea. However, healthcare is considered a basic right for the people, and assuming this stance this paper will attempt to prove it.

DISCUSSION

In order to strengthen any healthcare system, there is a need to address the challenges associated with it. Without properly meeting the challenges, no country can achieve the goal of equal health conditions. Lessons from the past, including the strategies and skills build up in the fight against SARS and polio campaigns can be proven functional in the treatment of other health problems, which will eventually help countries to strive for the achievement of the Millennium Development Goals (Corinne, 2009). The objectives are to extend a context favorable to the health and quality care for everyone, equality in health as part of a development oriented to social justice and community participation in health programs. Progress towards these goals will not be sustainable, if the guidelines of health are not met. In particular, the goals are to reduce the amount of people in developing countries carrying polio, antiretroviral and HIV / AIDS. These objectives should support a broad horizontal capacity of health systems. Despite health reforms undertaken in the last decades, progress is not sufficient in developing a system of health which aim to encourage and support combined improvement of health (Richard, 1997). However, new opportunities are surfacing, which can be exploited for helping in the development of an effective healthcare system. Health is a priority in international development; and poor countries have begun to have funds for health activities.

The health system comprises of all organizations, institutions and resources than those resulting from initiatives to improve health. A health care system is the institutions, people and resources involved in caring individual. The relationship between the roles of public health and patient care is one of the most important features of primary care. The practices and values of primary care, adapted to the current situation can become the basis for the improvement of health systems (Richard, 1997). The global health workforce crisis, the lack of suitable and appropriate evidence, lack of financial resources and difficulties egalitarian health policies are the major challenges facing health systems today.

In the nineties, WHO assessed health systems and development and the organization became a priority primary care and equal provision of analytical tools. Such commitment becomes adequate scientific evidence for developing countries. Moreover, developed countries struck by the overspending in some healthcare systems. Initiatives, such as the WHO European Observatory on Health Care Systems provide important data on the operation and the causes of their errors.
