ABSTRACT

The health care industry is undergoing significant change, particularly with the passage of the Patient Protection and Affordable Care Act in March of 2010. Health care coverage is important for several reasons. Individuals are protected against uncertainty as well as the risk of high medical expenses. In addition, people with insurance are more prone to seek medical care before an illness becomes critical, have improved health outcomes, lower mortality, and are more likely to be productive. The uninsured households typically place less value on health care and spend more on items such as housing, food, alcohol, and tobacco compared to the insured households. Since the purchase of health insurance has been voluntary, health care coverage entails a tradeoff between health insurance, and other goods. This trade-off is governed by income, prices, and preferences. Lack of insurance puts a burden on public programs and the hospital system, which results in billions of dollars of uncompensated care. Medicine and technology have enhanced society's ability to sustain, improve, and manufacture life. Public policy must work concurrently to ensure that ethical standards are not compromised, and that issues affecting social injustices are addressed. Consideration should be given to both individual and collective ethics and values when implementing ethical decision-making models relative to the various aspects of health. As health care reform is implemented over the next several years, a combination of legislative and market-based solutions will be necessary to curtail the rising number of the individuals with unsubsidized healthcare plan and ensure there are parity, equity, and morality in the distribution of health care for all Americans. The purpose of this study is to discuss the health management care for elderly patients with unsubsidized income.
