An Act Providing Access to Affordable, Quality, Accountable Health Care

Introduction

12th April, 2006 was a day when Massachusetts adopted a historic legislation. It claimed that all the residents of state have to obtain health insurance latest by 1st July, 2007. This bill was known as “An Act Providing Access to Affordable, Quality, Accountable Health Care (Angel, 2008).” The main objective of this act or the main provision of this act is to “make health insurance more affordable through a series of insurance reforms and subsidies.” The performance of the Massachusetts economy under the law has implications for the effects of the federal law on the national economy (Mooney, 2006). In this study, The Beacon Hill Institute builds upon the work of a previous study that estimated the aggregate cost of health care reform in Massachusetts as inputs to simulate the effects of Health Care Reform on the state economy.

Main provisions of the law

The idea of adopting this law was to improve the health care in the state. The main objective of developing the law was to make health insurance affordable. The affordability can be achieved through a series of insurance reforms and subsidies. For this reason, the subsidized Health Insurance centers were established, so that people, who cannot afford an expensive health care, can use these health insurance centers (Ebooks Corporation, 2008). Any individual, who earns less than 300 percent of the federal property, is usually ineligible to afford an expensive health care insurance, thus, the subsidized health insurance centers were established for these people. Thus, the main provision of the law is to provide proper health care to all individuals of the state. When the law was implemented, it gave certain time duration to everyone, for getting their health insurance done. The act was implemented on 12th April, 2006 and the last date for the insurance was 1st July, 2007. For people who could not afford it, were sent to the subsidized health insurance centers. This show the importance of health care this act has. It does not only take care of affordability factor, but also the quality was taken under consideration.

Reason for adoption

The main reason for adopting the act was to improve the health conditions in the state. This act allowed everyone to have proper and quality health care for themselves. This will not only improve the health conditions of people, but will also help in improving the condition of the state. The reason of adopting this law was to improve the conditions of the state and individuals living the state. As people will be healthy, and will not fall sick, the productivity of work will increase (Hammaker, 2010). This increased productivity will play a vital role in improving the GDP of the country. Thus, implementing this law which is known as “An Act Providing Access to Affordable, Quality, Accountable Health Care”, was very important.
