Introduction

Health care reform is a common rubric for conferring imperative creation or change of health policy for the majority of the part, governmental policy which lay impacts in the delivery of health care in a particular place. Typical attempts of health care reforms include:

Health care debates in the United States pertain to questions of health care right, fairness, access, quality, spending by government, and sustainability. In the United States the mixed private and public health care system is considered to be one of the most expensive systems in the world, where the cost per person in the health care system is more than any other nation of the world, along with the spending of the greater portion of gross domestic product (GDP) than any other member of the United Nations except Timor-Leste, East Timor. A study conducted on 2000 international health care spending levels, which was published in the Health Affairs journal demonstrated that whilst the United states spend on health care is greater to any other nation on the Organization for economic Co-operation and Development (OECD) that the United States used the services of health care below the median of the OECD by majority of measures. It was also concluded in the study that the prices of health care services were also higher than other nations (Emanuel & Fuchs, 2008).

In spite of the spending by the amount of the health care services in the United States, the report of Common Wealth Fund 2008 reported that amongst the developed countries' health care facilities, the facilities of health care of the United States rank last in terms of quality. Amongst the 191 member nations, health care system of the United States was ranked 72nd in terms of level of health and 37th in terms of performance by the World Health Organization (WHO). The quality of health care service and facilities received by Americans are under the debate in contrast to the international level.
