History
There have been repeated attempts in Congress since 1990 to try to extend health insurance to more Americans and to better control runaway costs in the industry. But most federal proposals have failed, largely because of the difficulty of winning consensus from the many groups with a stake in the health care system. Insurers are reluctant to back any system that would erode their profits, bind them to too many federal regulations or make their services unnecessary. Some consumers' rights groups, on the other hand, insist that federal involvement is the only way to guarantee that every American, not just the wealthy, can afford health care (Barton,2004).
By far, the most ambitious attempt to overhaul the system was Clinton's health care reform proposal. Upon taking office in January 1993, Clinton named his wife, Hillary Rodham Clinton, and Ira Magaziner, a policy analyst and long-time friend of the Clintons, to lead the newly created Task Force on National Health Care Reform. The task force worked in closed-door meetings throughout the first half of 1993 to craft a plan to control health care costs and to extend health insurance to every American (Barton,2004).
The 1,300 page plan that resulted, unveiled in September 1993, was the most detailed legislative proposal ever presented to Congress by a president. After that Obama came up with the healthcare reform. Simply, the greatest failure of Obama so far has been the inability to realize the new reforms. Obama has spent more time worrying about sixty Senate votes to his 200 million Americans (Calabresi, 2011) than those who seek to understand why health care should be changed, and now.
