Abstract

In this study, we try to explore the concept of “Healthcare Legislative Bill” in a holistic context. The main focus of the research is on “Patient Protection and Affordable Care Act” and its relation with “Healthcare Prevention and Improvement for Americans”. The research also analyzes many aspects of the Bill and tries to gauge its effect on healthcare.

Introduction

Improving the health of the population is the goal of the ministry or department of health in almost every nation. In recent years, policy debates about how to achieve this goal has been expanded that include the issues of necessary public health functions or services as the foundation to achieve better health policies for public (web.mhanet.com). The health policy makers have understood that without an appropriate infrastructure, as required to provide these services, none of the healthcare authorities may move efficiently towards the improvement of health for everyone. Moreover, the needs of a city, region or a nation will change over time (Long et al. 2009). The presence of a well-developed network of functions and essential public health services allows flexibility and growth of programming over the years. The following paper discusses the healthcare legislative bill that deals with policies of healthcare regarding employees and their affordability.

TASK: A. HEALTHCARE LEGISLATIVE BILL

The healthcare legislative bill that will be analyzed in this research is that of Patient Protection and Affordable Care Act that was passed by the House of Representatives on March 21, 2010.

1. Economic Impact

If the bill is enacted as it is meant to be then it will create prevention of health at the state and national level while promoting health for guiding the federal investment in prevention and public health; and formal legislative authorization for the Community Prevention Services Task Force and the US Prevention Services Task Force (web.mhanet.com).

In addition to that, the bill will also eliminate the lifetime limits and restrictive annual limits on benefits in all insurance plans (Long et al. 2009). It will be benefiting workers that deal with chronic occupational illness or an expensive occupational injury. The most important aspect of the bill is that it will make it easier for coal miners to collect their benefits who have become disabled by black lung disease.

2. Resource Allocation

The bill will require an investment of $2 billion per year for public health programs. This investment shall be spent in any wellness, prevention, and public health activities. This will include not only the new programs but also the existing programs that require funding to provide health care services to patients (healthyamericans.org).

Further, the bill may also include the facility of loan repayment program for the public health workforce, expansion of current public health fellowship programs such as EIS (Epidemic Intelligence Service) and establishment of a youth public health program ...
