Abstract

The aim of this assignment is to identify how professional issues can have an impact on the delivery of patient care and Operating Department Practitioners and students. The relationship amongst NHS multidisciplinary team and how the relationship has shaped the roles and functions of the practitioner are also discussed in the paper. In addition to that, the awareness of the patients' right to receive professional, individual quality care in order to be able to continue core skills is also discussed. Moreover, the implication of GP funding on ODP students is also discussed. As HPC students, we are working towards regulated profession, and we have the responsibility of duty of care.

Introduction

The government is playing the role of health and welfare quality of its citizens according to Le Grand. NHS (National Health Service) started its funding by national insurance taxation in the year 1948. The purpose of NHS is to provide health care all over the nation, “free for all”. In 1990s, market system was formed to provide funds for treatment more efficiently, and to address waiting list. Doctors can choose to become fund holders under this system, which means that they will be allocated with budget, and an opportunity to choose that when and where they could send their patients for treatment. It has resulted in competition between trusts (bma.org.uk).

GP funding is one of the biggest issues in healthcare, but the government is still debating on how it should be funded. Proposals for GP funding would control over half of the NHS budget. Half is funded from global sum, based on the number of patients in the practice. The other half comes from Quality Outcomes Framework (QOF) (ic.nhs.uk).

GPs are the centre of the healthcare. All patients go through their GPs before they get to any secondary care. GPs are funded according to the number of the patients and age registered with them. Some practices enter into Enhanced Services agreement with Government or their local primary care trust (PCT).

GP funding is important to ODP students, in which students identify how the patient journey works and how they are referred. It is also important to find the organization that has done the funding of health care facility. It also helps in understanding the relationship among professionals.

GP funding may have an impact on ODP students in a way that they get untrained in multiple learning systems. They will lack readiness to face uncertain conditions. Staff will lack competency to train students. Therefore, it will affect the education system. “For the professional, specific standard of proficiency for Operating Department Practitioner (ODP), the main objective is to ensure that the ODP recognizes the importance of working within their scope of practice safely without endangering the wellbeing of the public or themselves” (hpc-uk.org).

Discussion
