Why are so many mentally ill people in jail?

In this video, Frontline tried to show the jail administration, psychiatric activities and behavior of mentally ill people. According to the Freed Cohen, (Prison mental Health Consultant) there are as many as 50000 prisoners, they are ten times more the number of psychiatric hospitals.
