Ans1- The initiatives taken by the UK for successfully implementing large software based systems does not have a chance for failure. The reason is UK Government has achieved a lot of success in the past for implementing software based systems in various sectors. Health sector is one of the best examples in this regard. The technological development is taking place at a rapid pace in many organizations. There are various technological developments which are experiencing a lot of innovation over the last few years. This is quite obvious in many organizations in UK.
The emergence of Information Technologies (IT) produced new knowledge and changed the processes how employees work. Employees with high-tech knowledge, especially computer skills no longer stayed with a company for a prolonged period. Many authors posited that, high employee turnover rates resulted in individuals with decision making authority having less tenure within their organizations than ever before. Knowledge management is important for all organizations, especially leaders who prepare a plan to downsize. Organization leaders must address the challenges of knowledge retention. The chance of success for UK government is quite high because of their success in various other state sectors. Therefore, there is minimum chance of failure for the implementation of UK Government initiatives for large software based systems (Knights, 1994, 45).

In the case of state telecommunication company, providing free internet somehow becomes possible but not for the private companies. The cost of setting up an infrastructure for the internet connection is not easy, and, it has its own issues which should be met by the individuals involved in this work. The weightiest issue is the cost charged from the user. The reason is that companies try to cover up their installation costs which did not have a small amount. Companies have to spend a lot of money during the initial phase of the internet project. All these reasons form the foundation for the company in investing a lot of money in this sector.
The provision of internet service to the user at free cost is not possible under present circumstances for any company. In the future as well, it looks quite difficult.
