Introduction

This paper is focused on the fire safety management plan of Sir Tom Finney Sports Centre. This building is a new purpose indoor facility in the University campus. It offers programs like Student Union Sports Club, classes guided by instructors and individual trainings. The activity areas comprised in the building are fitness suite, two sports hall, cardio zone, studio red, studio blue and squash court. The Student Union run about 25 sports club. The building booking is often blocked in term-time for training and matches facility (Cutter 2003, 439).

Fire is considered as an element difficult to control and extremely dangerous as it escapes the usual forms of control in life daily. The fire protection training helps to assess the true risks of a fire, so that those who have received such training will be more able to determine whether hazardous or not to initiate fire attack, and in turn know how to do it without endangering yourself. Therefore, people who have received prior training are more determined to fight the fire.

Fire safety policy statement

When Regulatory Reform Order of Fire Safety came in effect in 2005, it replaced 70 pieces of fire safety law. The law is applicable to all the non-domestic premises within England and Wales. It also includes the common blocks of flats and houses in numerous corporations. The law is applicable to all those who are responsible for the business premises, employer or self-employed within the business premises, and have the authority to dwell the part on their own which can be used for business purposes. This order is also applied on the charity or voluntary organizations, any contractor who possess the degree of control on any premises and provision of accommodation to any paying guests. According to this reform, any person responsible should assess the fire safety risk, implement and maintain the fire management plan. The responsible person should follow the means to escape for disabled people, large places of assembly, open air events and venues and educational premises (Fire Safety Risk Assessment, 2007).

Fire safety management structure

The responsibility of delegating fire and safety holds with the vice-chancellor. Then in order come the heads and deans. They are responsible to ensure effective governance regarding the issues of fire safety. Deans allocate the resources to the school heads and supervisors of safety for their task-performance. The resources are in terms of money and time. It is assured by the deans that the estate services have authorized even the minor work in the buildings. Next in line comes the head of schools. They assure that trained fire supervisors and wardens are hired and they fulfill their duties timely and accordingly. They allow time limit to implement the duties and complete the tasks.
