In our state a priority in family law is to preserve and strengthen the family with the formation of valid family relationships. The principles of the family law is monogamy by mutual consent, equality in family relations, parenting properly care for their health, development, education and welfare, care for the parents(Francisco, 2009). According to many leading lawyers, family law can be considered to be a separate area on the right. But it is an obvious link between the civil law and family law, as reflected in its articles of the civil code of the state. The issue of independence of family law is always a debate between different leading lawyers.

Relationship arising within the family is of special character that is different from other types of relationships. In this regard, the given case of Annette reflects behavior of child neglect by the parents, as Joseph who is the father of Annette faced a trial in which the court declared to take Joseph's parental rights due to abandonment. The case describes that the parents of Annette were not married and Annette lived with her mother from the day she was born till 8 years until when Orange County Department of Social Services (DSS) removed Annette from her mother's home because of child neglect from Marissa who was the mother of Annette. Marissa declared to give the rights of Annette in 2001 and Annette was moved to the foster home. In the mean while Annette's father Joseph was imprisoned due to drug offense and was charged with three years imprisonment (Conner, 2008). This made it impossible for Joseph to find Annette, as earlier he used to meet his daughter every weekend, however, Joseph tried to meet Annette during the years of imprisonment but did not succeed because Marissa had shifted along with Annette to a new place.
