Introduction

Ethical considerations according to the points made ??by Conill (1998) in the public are increasingly important as we cannot forget that the public office is a task of service to others. The Public Ethics, in a first approach studies the behavior of officials in order to purpose of public service that is inherent. It is the science which deals with the morality of human acts as made by public officials. The Public Ethics, like the Ethics in itself, is a practical science. It is science as the study of ethics for management includes public and universal principles of morality of the acts human made ??by the public official or public manager (Stewart, 1991). In this capacity, it is considered practical because it deals primarily with the free behavior of the man who performs a public function, providing standards and criteria necessary to perform well. The idea of service to the community, society, ultimately, to others, is the centerpiece of ethics public, as is the conservation of the common good. This idea of public service is the constitutional basis of the administration and must be connected to a public administration that provides quality services that promotes the exercise of fundamental rights citizens (Hondeghem, 1998). An Administration that moves in this double perspective, should be an administration composed of people who are convinced that the quality of the services offered have a lot to do with a job well done and is necessary to find the legitimate interests of citizens in the multiple records to be solved. In this sense, contribute to modern management required by the State Social and democratic means, ultimately assuming the role of be responsible, depending on the position occupied on the gear administrative, take forward the collective interests (Clapper, 1999).

Discussion

Political changes, most notably the widespread deployment of democratic systems, economic changes, notably the austerity in public spending imposed by the fiscal crisis of the welfare state, and changes in the form of public sector management, by importing techniques from the private management and the devolution of activities to the public yet civil society. To these must be added the technological changes that have revolutionized the management tools, all these changes have influenced the functioning of the administration and the behavior of themselves officials (Cooper, 2001).

In this sense, the principles of public ethics must be positive and able to attract the public service minded people to manage the collective, belong to the same common sense and bring their cause of service requirements public (Chapman, 2000).

The selection processes for entry into the civil service must be anchored on the principle of merit and ability, not just income but the race in the field of public service.
