With regards to the incident involving Officers D'Angelo and Kirkham, the behviour of Kirkham was unquestionable, but whether D'Angelo's actions were justified and whether his means could appeal to the end of public safety, this is a specific instance of the general question whether ends justify means (Edwin, 2011).
