How could have Zuck acted differently in this case as either a guerilla of the government or whistleblower?

Zuck acted as whistleblower in the organization. Whistleblower is a general term for a person who reports their knowledge of an illegal or fraudulent activity taking place in government departments, organizations, or companies. Whistleblowers can report information about a variety of activities, including corporate accounting fraud, false claims paid by the government, tax fraud, and others (Johnson, 2003).
