Introduction This essay aims to explore the role of state funding in Ireland. The island is made up of 32 countries and 26 out of them make up the Republic of Ireland. Ireland is expanded on an area of 70,282 square kilometers and it consists of four provinces. The most established region of the country according to industrial and commercial terms is Leinster. The infrastructure of the region is highly developed and it is densely populated. Ireland has a small size and this characteristic adds to its particular features. The distance or time that is required in travelling is considerable as compared to other countries. This shows that distance is not the basic problem but the infrastructure, facilities and opportunities are important. The most recent national census was held in the year 2002. According to the census the total population of Ireland is more than 4 million which is approximately an 8% increase in the population rate of 1996 (McManus, 2005, pp.235). In addition, we will explore the social and ethical implications that are related to the development of community in the Ireland.

Developmental Welfare State
Ireland aimed to be a DWS (developmental welfare state). The idea of a welfare state was given in the year 2005 in NESC. There were three main domains planned for the welfare state. The major domain was core services and other were activist localized measures and income supports so that the social and economic participation can be enabled. This concept of welfare is based on the concept of the Danish model of welfare development. It is a type of model which intends to provide security to the people but the system is also flexible in the adaptation of labor market change. According to many social partners and public servants the strategy has the ability to major reform model so that real advantages can be provided to the Irish economy and society. It is argued by NESC (2009) that the core services will provide a complete new resonance. The economic and social participation of eth population will be enhanced and the competitiveness and flexibility is increased. The second domain is the income support measure domains and here it is argued by NESC that it should be dependent on the needs that give sufficient participation and continuation in the society. It is further stated there should be different life measures for different stages of life and the children and older people should specially be focused. It is necessary to make sure that the retired people should not be in poor condition and the state pensions should be given properly to everyone. The children should be given the opportunity to develop completely. The people who are working should be given a tailored framework for the arrangements of payments so that the employment can be supported.
