The article exclaims about the environment of criticism and blame. It has been reported that Texas funded weatherization program has exceeded its goals in terms of homes weatherized and jobs created (Becca, 2011).

Idea of the Article

The article depicts an environmental issue and the current situation of Texas. The main lofty idea discussed is to get across the readers; the federal weatherization program has helped the people of low-income families and created upgrades in their homes, created to help low-income families make energy-efficient upgrades to their homes. The program itself was very challenging as it has been said “When the federal government comes at you unannounced and throws $327 million at you and says, 'Go create something and here's a bunch of rules,' it has a real challenge,” said Tim Irvine, executive director of the Texas Department of Housing and Community Affairs, which administers the program.
