Executive Summary

This report is to provide an effective guide to plan and implement evaluation services. The manual based on Redland City Council's plan for health evaluation program specifically in immunisation, intended to help the workers of private, government and community public health programs in order to design, plan, use and implement comprehensive evaluations in a practical and effective manner. The strategies that are presented in this report will certainly help in understanding the significance of evaluation and how it meets the varied requirements of external and internal stakeholders. Requirements involved are documenting and assessing implementation of program, impacts, results, cost and efficiency of the practices and conduction those practices that can improve the impact of programs.

Introduction

The Purpose/Objective of the Report

This report is aimed to provide a proposed evaluation of the community immunisation program designed by Redland City Council. The report is written to a Council committee in which recommendations are offered to the committee to evaluate and seek their approval to carry out the recommended program evaluation process. Evaluation helps in providing surety with the evidence, which is required to shape effective immunisation programs by assisting them to:

Effectively manage the programs

Evaluate and enhance current programs

Identify the purpose of performance

Design, plan and implement advance programs

Reveal the value of their hard work

Guarantee responsibility

The main objective of Public health programs is to prevent harmful diseases, disabilities and injuries to the community. With the passage of time this practice has turned out to be more difficult, due to the complications of the program itself. Solutions often involve large number of organisations and community members coming together to form a team. During last few years effective change is observed. This change is due to the implementation of immunisation programs, change in sanitary system, change in attitudes and improvement in protective behaviours of providers and the consumers (Redland City Council, 2006).

Moreover the context of public health program has become more complicated. The designed programs on the basis of effective practices in suitable adjustments collapse miserably in others due to socio economic, fiscal, interpersonal, inter-organisational and demographic settings in which they are designed and implemented. With the complications in this program, the need of responsibility of stakeholders and policy makers has also increased. The environment in which public health programs are conducted is changing day by day and due to these changes program evaluation is required.
