Now a day, ensuring energy security has become a very important factor, which shapes the policies of states. It is essential to first understand the meaning of security to explain the meaning of the term energy security. Safety and security is the status of the harmlessness and peace, and derives from the Latin without a care (Securitas). This peace can be identified with certainty on the absence of risk or opportunity to defend against them. Security can be divided into two main categories: military and non-military. To further clarify the position of energy security, the non-military security to economic security emerges. The economic dimension of security is expressed in the ability to provide conditions for sustainable development by providing economic needs while ensuring the opportunity to oppose the negative factors from the outside. Closely related to economic security is the term self-sufficiency. That means it can meet the needs of the economy by internal factors of production in such a way as to ensure stable development while pursuing economic assumptions.

The level of energy security is shaped by many factors that can include up to one of two categories, (political, economic) and is characterized by continuous variation. In other words, energy security (which may be designated as a state or process) is not expressed as inflexible and changes over time (Pascual, 263). As a result, it can be said that the work on ensuring and improving energy security is a constant process. The factors affecting the level of energy security are:
The degree of diversification of sources of supply (diversification of supply lines);
The origin of the sources of supply (domestic or foreign);
Storage of fuel in the country;
Ownership of the energy sector and supply system (public or commercial);
The condition of the supply (the amount of power transmission, technical condition, reliability);
The supervision and control exercised by the state of the system (range and efficiency of supervision);
Forecasting, planning and development and investment decisions;
The stability of the internal situation of the country (political and social unrest);
The stability of the international situation (conflicts, tension).
The establishment of energy security can be divided into the following time horizons:
Short-term (operational);
Seasonal (tactical);
Long-term (strategic).
