Introduction

The FAA Aviation forecasts that till 2017, 1.1 billion passengers will be going to their destinations through Dubai International Airport, instead of blocking points en route airspace has been created as a major part of the congestion in the system to determine. Airport and the city region's future needs and operational capacity of the analysis showed that 15 airports will need additional capacity in 2013; eight in 2020 will face capacity constraints. Dubai Airport (DA) has a long history of serious congestion. In 1969, FAA developed for a new rule called high-density rule, as a temporary measure to reduce delays. The rule articulates that in a day certain number of flights will land and take off one after another just by the gap of an hour or half an hour. Only four airports have such a rule, all other airlines to arrange flights, their aspirations, but must ensure that they receive the necessary ground facilities (gates, baggage handling, ticketing counters, etc) to deal with their customers. The end of 2000, the FAA provided additional slot 300 to LGA (30% in the ordinary course of business growth) to new operator or airline to fly 70-seat aircraft, the following small or non-hub airports (see Figure 1). These new slots were named as "Tiger immunity" because of the fact that they ignore the large trough in the total number of prior restraints resulting in a significant increase in flight delays. To overcome this delay problem, the lottery (often referred to as "lottery") policy introduced to reduce the temporary congestion control measures to help slow down the total number of these new slots. At present, the growth in air traffic has been on the airport's infrastructure, which limited the possibility of expanding a lot of pressure. The average delay per flight arrived in July 2000 to 28 minutes and 31 minutes in July 2005.
