Introduction

Emergency situation is an unexpected incident that violates the economic activity and the normal functioning of society. Event or series of events resulting in the loss of life and / or material damage, destruction of infrastructure, the destruction of vital services and reduce livelihood on a scale in which the victims cannot cope with the situation without assistance.
