The HSPD-3 was devised in order to have a comprehensive record of data about the risk posed to various areas with respect to terrorist attacks and natural disasters. The benefit of this measure is that depending on the level of vulnerability, the state can protect these areas accordingly. Every area has been assigned a color ranging from green, blue, yellow, orange, and red. The areas market green have less risk while those market red have a higher level of risk (Fas, 2002).
