The African Americans are being discriminated on the basis of color, race, and socioeconomic status. According a report, published by the Department of Education in 2008, approximately 52 percent of African American students dropped out of schools due to various reasons. This percentage is higher as compared to the students of other ethnic groups, with the least being 13 percent for Asian minority groups.
Background
The period from 1900 through the 1930s, referred to as the formative era, was the period when most state aid programs that exist today were established. This era saw the introduction of formal state-aid programs throughout the country. Similar to the mid-1800s, further industrialization and urbanization exposed major intrastate inequities in education funding. States became involved in an effort to reduce these inequities; they recognized that spending and wealth varied considerably from district to district.
Thus, substantial financial responsibility for education began to shift to the state from the local districts and private sources (individuals and churches) of the previous period. For the 1919-1920 school years, an average 83.2% of the funding for public elementary and secondary schools nationwide came from local (and to a very small extent, private) sources, while only 16.5% was from states. By 1939-1940, funding sources had shifted such that 68% came from local governments and 30.3% from states.

Students being the asset of the nation are responsible for shaping the future of our country, need a lot of precision on what and how they are being educated. Their learning process is of primary concern for every person or institution that plays a vital role in their development. This disruptive behavior of students also affects other well mannered students who are willing to learn and develop in a better environment and seeking for knowledge at schools (Mingat, 1988, 89).
